Industrialized countries must accept a new role: Preparatory meetings for the World Summit on Sustainable Development have identified poverty as the major problem today (Chapter 3), as rising levels of poverty, insecurity and deterioration of the social condition since the Rio Conference have reflected growing gaps in wealth and income between countries and within countries, linked to other indicators of the social dimension of development, including: crime rates; social unrest; dislocation; homelessness; a rise in violence; and the erosion of human rights.
